This course analyzes the origins, the development and the recent consolidation of European Union administrative law system. At first, we will examine the principles and the sources of this law branch, inspecting their impact on the national legal system. Then, lessons will be devoted to the European concept of public administration as well as the European administrative functions. Thus we will examine the organization and the administrative procedure of the European administrative apparatus.

The course aims to offer a critical knowledge of European administrative law, encouraging the comprehension of the innovative character of this branch of law and of its impact on the development of Italian administrative law.

The public power of the European Union: origins, membership and the concept of supranationality.
The sources of European administrative law: substantive principles; European treaties; Charter of Fundamental Rights of the European Union; ECHR; binding legal instruments (regulations, directives and decisions); binding and non-binding instruments; the impact of the European law on the national legal system.
The European concept of "public administration": body governed by public law; in house providing; the limits of privatization.
The organization of European administrative apparatus (expecially the organization of the European Commission).
European administrative acts and procedures.
The judicial review on the application of EU law.
