For those students who have already done the public finance exam, Bosi P., Corso di Scienza delle Finanza, chapter 7 have to be studied in alternative to chapters 9 and 10 of Rosen.
Learning Objectives
Students should be able to read the Italian Public budget and they are ask to put the Italian procedure in relation with the European governance of public finances. They should learn to read the main reports of the European Commission on long run of public expenditures in the Union. More precisely, they are ask to understand the main indicators used by the Commission to study fiscal sustainability in the long run.
Prerequisites
Two exams of economics (micro and macro) of the first university degree are highly advised. The course will be most fuitful for those students who have some knowledge of public economics.

Course program
The course will be organized in two part. In the first the procedure of adoption of the Italian public budget will be illustrated in details. The Italian institutional framework will be analized in connection with the new European Governance.
In the second part the focus will be on public health expenditures and on retirement public expenditures. The sustainability in the long run and the development according to the demographic context will be the main issue. The study will be conducted as a comparative analysis with other European countries, and the material used will be the documentation recently produced by European Institutions on this topic.
