Learning Objectives
Students should be able to read the Italian Public Budget and they are ask to put the Italian legislation in relation with the European governance of public finances. They should learn to read the documentation of the European Commission on long run public expenditures in the Union. They finally should learn the main changes in finacing local governments in Italy, after the recent reform of fiscal federalism.
Prerequisites
Two exams of economics of the university degree are highly advised. The course will be most fruitful for those students who have already some knowledge on public finance.

Course program
The course will be organized in three main parts, which may be considered each one as a single unit. In the first part, the procedure of adoption of the public budget will be illustrated. The Italian institutional framework will be analized in connection with the new European Governance.
In the second part, the focus will be on public health expenditures and on retirement public expenditures. The sustainability in the long run and the development according to the demographic context will be the main issue of this part of the course. The study will be conducted as a comparative analysis with other European countries, and the material used will be the documentation recently produced by European Institutions on the topic. In the last part, the main contributions on fiscal federalism theory will be illustrated and the recent reform of the Italian system will be studied.
